Maximizing Digital Access in the Philippines

Beyond Access Philippines is mobilizing communities by transforming libraries into community information hubs that provide public access to activities and services and allow communities to develop digital skills. The Philippine government has prioritized policies aimed at increasing access to information and improving digital skills among its citizens, recognizing that these are key components in promoting inclusive economic and community development. Beyond Access Philippines aims to align the work of libraries with these national priorities by mobilizing communities through digital skills, community literacy, and digital services.

The Philippines has launched the Philippine Digital Strategy (PDS) as part of its efforts to pursue inclusive economic growth and address persistent poverty at the community level. The PDS recognizes the importance of ICT for citizens’ access to information, participation, and empowerment, and prioritizes digital opportunity and literacy for all, access to e-government services, and support for the ICT industry and business innovation. Beyond Access works closely with the National Library of the Philippines (NLP) to strengthen the capacity of the country’s 1,300 libraries to support this set of national goals. Beyond Access works directly with libraries in 50 communities serving as access points for ICTs, operating as a venue for training on digital skills, community literacy, and building community- and national-level partnerships.
